This is the original Joomla Stand Alone Server. Works perfectly and is free. The new version is $10 a month and has some extra features but for most applications this version still performs perfectly.

Additionally, all the bugs and fixes have been dealt with, so this older JSAS version is way past the Beta stage and is considered to be even better than the new paid version.
